It depends on how the judges define "Talent" Portland Architects seem to do a good job at street level and are very respectful of the environment the building is placed in. They are usually more function over form. Form wins awards, but I'll take smart detailed subtle "function" over big bambastic ode to my penis "form" any day.

Its not a talent problem - its an opportunity problem. Without a local network of progressive clients willing to take risks on young designers, it will always be hard for young Portland architects to gain the type of recognition to which you refer.
