The One True b!X

I think ditching the bureau altogether is a rather silly idea. Once again (much like the debate over Portland's form of government), people are confusing the premise that we might be using our existing tools in wrong ways with the premise that we don't need the tools at all.

And we need to stop loading ONI down with City service responsibilities -- or at least be remarkably careful which ones we put there and how. ONI is supposed to be the a conduit form the outside (neighborhoods) in (City government).
